Call and text on other device on two mobiles

Call and text on other device feature is not working for 2 Galaxy mobiles, even if one has no SIM and only Internet WIFI connectivity. It works only for mobile and watches or mobile and tablet. Is it somehow possible to make it work for mobile and mobile?

Don't believe so. It works from PC, Tablet, Watch, but not phones.
