Samsung Apps and ServicesThis picture had nothing selectable when trying to make a sticker but it could also have had only one building being automatically selectable where I wanted to make sticker out of a different building.
So in Gallery I select EDIT and then the Four Circle Tool icon in the edit menu highlighted in this next Pic.
Next tap the lasso icon from the menu highlited below
Select the type of tool you want use, whether free hand or shape and highlight what you want to cut and turn into the sticker. When you have that click on NEXT (highlighted) in the upper right of the editor to create the clip
Once you have the clip a menu pops up and you have the option to save it as a sticker. You can also select the entire image and save that as a sticker.

Samsung Apps and ServicesTo paste an full image the easiest way I've found is to first, open the image that you want to paste in Gallery and then from the 3 dot menu select "Copy to Clipboard"
Next, open the Pic that you want to paste the "Sticker" and "Paste" by pressing and holding or if you use a mouse like I do, right click for the menu and paste. You can place and resize the image as you like.

Samsung Apps and ServicesHi I have suffered the same frustration and while I found a workaround I am not happy with the changes. You can actually hit the three dots of the image you want to copy and click "copy to clipboard" and then go to another image you wish to place that image on top of and select paste from clipboard. Of course this is repetitive and requires you make the stickers yourself using a third party app which I recommend the "Background Eraser" app. You can make your custom stickers there and them paste them using the method I mentioned to avoid the stupid auto correct one that ends up erasing important features.
