How do you factory reset a Samsung galaxy tab a  and get into without getting password or gmail/ or  Samsung account/ password?

remove the Samsung and Google accounts first, then reset.

I was gifted the Galaxy tab 7 after a factory reset. At power up I get screen demanding password or Gmail account previously synced to this device. How do I unlock this tablet and create a new account WITHOUT  requested password or Gmail address?

Have the owner log in, and remove the Google account

As Shayshon mentioned,  you'll need the original owner to remove the account.  It's frustrating but it's for security purposes.

Had you removed the Google account from the phone thru Settings before reset it would not have required the info. It's called FRP (factory reset protection) so someone can't just steal your phone, reset it, and make it theirs without having access past your screen lock
