Samsung tablets are not compatible with Galaxy Themes.

Try Theme Park or other theme compatible aunchers and apps

Because it's not a phone. Samsung tablets have never had Galaxy Themes. Don't ask me why, I don't know,,, nobody does;)

There is an app in the Galaxy Store named Theme Park and some of the 3rd party launchers support themes
