Water level in my top load machine

I have followed instructions to set the water level to auto but it only takes it to the spin only setting. I’ve used mid-level for a normal load but I’m not sure how much water is actually supposed to be in the machine! Our water bill is really high now for just two retired people!

The normal cycle puts water level barely to the level of your clothes
