With the native Samsung Messages app, RCS tends to vary by carrier. I know Google Messages has RCS enabled and also has the ability to send reactions to texts in it's settings.

Yep. Install Google Messages for RCS Chats. But dows twnt to swap to SMS/MMS if it's not available.
