Ok, fixed as of this morning by doing this step. I also have a work account on my personal phone. This is an android setting, not Google play protect.

Disabling 'Auto scan when installing apps' solved the issue for me.

Hello, Welcome, and thank you for being part of the Community. We understand how concerning it is to be unable to install and update your apps.

Do you have a work profile? @wilfem discovered disabling 'Auto scan when installing apps' solved the issue for them. https://us.community.samsung.com/t5/Galaxy-S23/Apps-Install-and-Updates-issue/m-p/3042693

@AncientJames was able to solve the concern with a factory reset on their tablet. https://us.community.samsung.com/t5/Samsung-Apps-and-Services/Galaxy-Store-Error-22-when-trying-to-i...

If you are hesitant to reset your device, try resetting the app settings. Phone Settings>General Management>Reset>Reset all settings

We also recommend submitting an error report to provide the data to Samsung. You can use these steps: https://us.community.samsung.com/t5/Tips-Tricks/How-to-Submit-an-Error-Report/ba-p/3001692

updated troubleshooting steps.

try starting the phone in safe and then reboot as normal.

try starting in boot mode and wipe cache and check again.

both of these did not resolve the problem.

troubleshooter recommended to uninstall some apps which now cannot be downloaded.

i have declined a factory reset for now and they are recommending to take it to a service center. fantastic!

Fyi, I had tried safe mode boot, clear app apps data, reboot to normal mode..

That didn't change install or update capability for me.. in the end I performed smart switch backup / factory reset/ restore, to fix.

I did/do have a work profile, so that workaround may or may not have worked, can't test now as phone was reset.

Same issue with me on a Galaxy A23. Already reset the OS, cleared cache and data on Google Play Store, Google Play Services and Download Manager, disabled / enabled Bluetooth and don't have app protection enabled (McAfee). Everything started with the last One UI update (6.1). Even updating Google Play through Settings/About Phone/Software Info/Google Play System Update never completes (stuck at 7%).  Please fix this.
