 I want to have access to my cloud but the 3 dots are missing!?

Sure but my settings are in german!

Well apps are xbox, snapseed , spotify for example, same problem

@Gasma057  Have you reached out to the developers of those apps? This is most likely a feature that they haven't implemented in their app.

If you tap and hold on the app, select info and check permissions, it might have been that the it doesn't have access to all files under permissions settings

 this is just an example image... i guess i clicked on dismiss so it has nothing to do with the apps but with google photos, because it's the photo picker

What happens if you take it off dark mode?  Has this been going on long?  Have you optimized and restarted your phone since it started happening?  If any of those suggestions don't/didn't help, try rebooting into recovery mode and clearing the cache partition.

Tried almost everything but a full reset

Are you trying to access your Google photos?  The ones in backup?  Just open the Google photos app or open a web browser and go to photos.google.com.  Are you trying to adjust the settings?

If you've tried all the suggestions and still don't get the menu, you might have no choice but a factory reset and backup restore.
