How do I know if someone is on their phone when I call

I use to be able to know if someone is on their phone when I call them. Since using S25 ultra it's not working. Is there a way to get this back.

If they have a voicemail with their voice on it, And it pops up like a normal voicemail, it means they are on the phone with somebody else.

I don't normally get busy signal with my s23 ultra. It just tells me that they're on a call so I just hang up. The s25 ultra just rings out no notifications. Even if they have voice mail it doesn't tell me.

@ladyroyal That is a problem with the carrier. The phone is only going to play a busy signal if the carrier sends one to the phone when attempting a call. The same is true for going to voicemail. The phone does not control these operations.

If it goes to voicemail they can be on a call or the phone is turned off
