Galaxy WatchHi! Here are a couple of things to check:
1. Make sure DND is off.
2. Head over to the Wearable app and go to watch settings. Go to "Sounds and Vibrations" and make sure that the ringtone is not on "Silent." Also make sure that "Call vibration" is not silent too.
3. Make sure the option "Vibrate with Sound" is on.

Galaxy WatchI followed these steps along with being connected via Bluetooth and I still can't receive phone or text notifications. I have a samsung S21 ultra. Is this a firmware issue or something with user settings?
UPDATE
Once I disconnected the Bluetooth connection for the two devices, the watch was able to receive notifications. That still seems disappointing though.
