Try the troubleshooting here: https://www.samsung.com/us/support/troubleshooting/TSG01001439 If the MMS is still not working, you will need to follow up with your service provider for additional troubleshooting.

If the carrier is unable to resolve this in addition to the troubleshooting, the phone will need to be evaluated by a certified technician.

You can use the following link to find a list of service centers in the U.S. that can do the repair: http://www.samsung.com/us/support/service/location or by contacting customer support at 1-800-726-7864.

For international customers, please use this link: https://www.samsung.com/us/common/visitlocationsite.html

I have used message+, samsung message and google messaging. It doesn't matter which message app I try. I have had phone and sim card replaced. New one is doing same as old. one.

did you check your settings within the messaging app to see if the MMS limit is lower than your picture size?
