I have to use a VPN to use Google Assistant?

Hello I live in Syria, and everytime I want to open Google Assistant I have to open VPN so it can work, or else it will show an error message you can see it in the attachment, it was working properly months ago.

Many samsung and google services ain't working in Syria, I dont understand why!! You dont want Syrian people to have Samsung phones! Or you think Syrian people are downgraded and awful humans
