It's possible this is being caused by the auto spam blocking feature. From your dialer/Phone app, select the top right three dots>Settings>Caller ID and spam protection>ensure this is set to "Only block high-risk spam calls". If your carrier has their own spam blocking app/features, you would need to adjust the settings there as well. You may want to reach out to them if this keeps occuring.
