Unknown numbers are automatically sent to voicemail?

My phone automatically sends unknown numbers to voicemail. How do I stop this? I have tried all the things I have found in my search: DND off, Bluetooth off, Call forwarding off, no blocked numbers... any other ideas?

From the Dialer>select the 3 dots top right>Settings>Block numbers>turn off Block calls from unknown numbers. Restart the phone.

You can just give your carrier a call. They can fix these issues over the phone.

The carrier had me do the exact same thing, but then restart device. Boom! It works. I can't thank you enough for your help.

So changing the block unknown numbers setting was correct after all? It just needed the restart? If so, I will edit my original reply to include this info so that it can help other individuals experiencing this as well. 😅
