You are definitely using the Samsung app then! Were you ever able to wipe the cache partition?

I have not tried yet. I will let you know when I I have tried

I Need to start up my pc which I don't do very often, as I do almost everything on my phone

Now I have cleared the cache and I have turned on live translate and selected and downloaded languages, but it unfortunately doesn't work

It was worth a try. I recommend submitting an Error report about this bug in the Support tab of the Members app under "Send feedback". Be sure to check the box to include your system logs. They should be able to help diagnose why the Call Assist button isn't showing up and might be able to offer a solution.
